The program was launched in the year 2008 in the 40 identified minority areas where the population of the minority was 25% o the population. These areas are called Minority Concentration Districts (MCD). In this yojana, the minority groups were given the additional benefit of various classrooms, laboratories, school buildings, hostels, toilets, buildings for Polytechnics, ITIs, Community Health Centres, Primary Health Centres / Sub-centres, Anganwadi Centres, Rural Housing, etc.

The Minority Groups were identified according to the 2001 Census data that determines the location and the minority group living in the country. This made the program to reach the right audience at a smooth rate.

Later on, the MsDP Scheme was renamed in the Pradhan Mantri Jan Vikas Karyakram with a few changes in the structure to make the scheme implementation to be easy and efficient. The Scheme is applicable during the remaining period of the 14th Finance Commission i.e. up to 2019-20. It will be implemented as a Centrally Sponsored Scheme
