Pradhan Mantri Jan Vikas Karyakram (PMJVK)

Pradhan Mantri Jan Vikas Karyakram aims t provide a developed socio-economic infrastructure to the minority group in the various field of life like education, health, Skill development, and much more. This will reduce the gaps between the minority and majority community groups and develop the society as a whole. It was previously known as Multi-Sectoral Development Programme (MsDP) which was later renamed and restructured into the Pradhan Mantri Jan Vikas Karyakram (PMJVK).

Ministry of Minority Affairs

The Ministry of Minority Affair is the regulatory authority of the c. It was established in the year 2006. It is the body of the Central Government that regulated the development program for the religious minority community in India which works under Section 2(c) of the National Commission for Minorities Act, 1992.

Beneficiary Communities of PMJVK

Under Section 2(c) of the National Commission for Minorities Act, 1992 these are the following Communities that are considered under the Pradhan Mantri Jan Vikas Karyakram-

  • Muslims
  • Sikhs
  • Christians
  •  Buddhists
  •  Zoroastrians
  •  Parsis
  • Jains

Multi Sectoral Development Programme (MsDP)

Multi-Sectoral Development Programme is primarily developed to reduce the gap between the majority and minority groups in terms of development and Society welfare. The program was launched in the year 2008 in the 40 identified minority areas where the population of the minority was 25% o the population. These areas are called Minority Concentration Districts (MCD). In this yojana, the minority groups were given the additional benefit of various classrooms, laboratories, school buildings, hostels, toilets, buildings for Polytechnics, ITIs, Community Health Centres, Primary Health Centres / Sub-centres, Anganwadi Centres, Rural Housing, etc.

The Minority Groups were identified according to the 2001 Census data that determines the location and the minority group living in the country. This made the program to reach the right audience at a smooth rate.

Later on, the MsDP Scheme was renamed in the Pradhan Mantri Jan Vikas Karyakram with a few changes in the structure to make the scheme implementation to be easy and efficient. The Scheme is applicable during the remaining period of the 14th Finance Commission i.e. up to 2019-20. It will be implemented as a Centrally Sponsored Scheme

The reprogrammed scheme is aimed to ensure holistic development of the Minority Communities, 80% of the resources under this program would be utilized for projects related to education, health, and Skill of which at least 33-40% will be earmarked for the creation of assets/facilities for women/girls. The above sectors will be the focus areas for the program.

Areas of Implementations

Based on the 2001 Census data, the Pradhan Mantri Jan Vikas Karyakram will be implemented where the population of the minority is at least 25% of the total population. These areas are divided into the following sections-

  • Backward Minority Concentration Blocks (MCB)
  • Backward Minority Concentration Blocks Towns (MCT)
  • Backward Minority Concentration Districts Headquarters (MCD- Hqrs)
  • Backward Minority Concentration Villages (CoV)
