Pay Commission is a special commission set up by the Government of India in the year 1947 which gives its recommendations regarding changes in the salary structure of Government employees.

Currently, India is following the 7th Pay Commission which provides various salary hikes for Government employees.

Since independence, there had been 6 pay commissions that helped the Indian government by providing recommendations related to the salary structure of Government employees.

For Government Employees and Pensioners, there is an increase in basic Income along with tax benefits which will be implemented as per the 7th pay Commission. The increase is a 14.3% increase as compared to the 6th pay commission.

Pay Matrix of 7th Pay Commission

Pay Matrix is a table that is used for the calculation of the salary of the Government Employee. There are 18 levels in the single fitment table applicable for over 30 lakh central government employees.

It is a hierarchal structure, therefore, the horizontal row is assigned to levels 1 to 18 corresponding to the functional role of the employee.

The vertical column showcases the pay progression within that level and also indicates an annual progression of 3% within each level.

How Salary of a Government Employee is Calculated?

A government Employees Salary is calculated like any other organization. The following is the formula used by the department to calculate the salary of Government Employees-

Gross pay = Basic pay + HRA + DA + medical + conveyance + other allowances

7th pay commission: DA

DA stands for Dearness Allowance is a cost-of-living allowance that the salary earner receives as part of his salary. You can also say that it is adjusted against inflation.

Since, DA is a cost-of-living-based calculation factor hence, the location of the job matters in this case. This means DA is different for employees in the urban sector, semi-urban sector, or rural sector.

7th pay commission: Transport Allowance

Transport allowance is the allowance that an employee receives for transport that the employees take to do official work. You can determine if you are entitled to this allowance by communicating with HR or simply checking your Salary Slip.

7th pay commission: Children’s Education Allowance

Some posts in the Government also provide Children Education Allowance as a special allowance for educating the children of the employee.

7th pay commission: Travelling Allowance while on Tour

Due to government official work, the employee might travel to different places in India or Abroad, and the employee’s travel charges will be covered under the Travelling Allowance.

7th pay commission: Deputation Allowance

Sometimes, the employee might be sent on a deputation posting and during that period the employee will be entitled to receive a Deputation Allowance.

7th pay commission: Fixed Medical Allowance

Medical Allowance is the allowance that a pensioner, as well as a working employee in the government, receives. This medical allowance covers a multitude of diseases and protects both the employee and his/her family.

7th pay commission: Higher Qualification Allowance

If the employee wishes to pursue higher education, then a higher qualification allowance is provided by the government. This type of allowance is only provided for selected posts.

Key Recommendations of the 7th Pay Commission

The following are the recommendation for the 7th pay commission-

Maximum pay for Government Employees

The recommendation states that the government employee must get a hike in salary. An increase in the maximum pay for government officials to Rs.2.25 lakhs for Apex and Cabinet Secretary or post with similar stature is recommended from the previous Rs.90,000 per month.

Pay Matrix

To ensure transparency, the commission has recommended replacing the age-old grade pay system with a new pay matrix. The salary of government employees will now be decided by the level in the new pay matrix rather than Grade pay.

Work-Related Illness and Injury Leave (WRIIL)

Any type of sick leave hospital leave and special disability leave will be merged into a new leave. This will be referred to as Work Related Illness and Injury Leave (WRIIL) for which the employees will receive complete pay and allowance.

Fitment Factor

The fitment factor is a common value that is used to multiply the basic pay of an employee to calculate the complete salary of that employee. As per the recommendation of the 7th Pay Commission, a 2.57 fitment factor will be used to calculate the total salary of the Government employee.

If the employee falls under the pay matrix level of 1-5 then they will receive a fitment factor of 3.00 times.

Modified Assured Career Progression (MACP)

Modified Assured Career Progression (MACP) is a specialized scheme that provides the employee the government to receive an assured career progression. In the new Pay matrix, after a certain time of service, the employee will receive a pay level upgrade.

Various States Calculation of the 7th pay commission

Although the 7th pay commission is only applicable to the central government employees, some states in India correspond their salary pay as per the central government pay. The following are the 7th pay Commission implementation by various states governments-

7th pay commission pay matrix Uttar Pradesh

The Uttar Pradesh Government has implemented the recommendation of the 7th pay commission and hiked the dearness allowance to 38%.

The recommendations were not fully adopted however, some points of recommendation were adopted after the announcement of the 7th pay commission.

7th pay commission pay matrix Haryana

Haryana Government also hiked the dearness allowance by 4% resulting in the updated DA of 38% of the basic pay.

7th pay commission pay matrix Chhattisgarh

Chhattisgarh State Government has implemented a slight modification of increasing the DA by 5% and taking the DA percentage to 33% of the basic pay. 3.80 lakh government employees will benefit from this hike.

7th pay commission pay matrix Jharkhand

Following the footsteps of the central government, the Jharkhand government also increased the DA of the state government employees by 4%. The base rate earlier was 34% so a hike in the percentage made the DA allowance for Jharkhand 38%.

In line with the center’s decision to increase the DA, the Delhi government also increased their Dearness Allowance which is now 38%.

7th pay commission pay matrix Rajasthan

From July 1 onwards, the Rajasthan state government employees and pensioners will be receiving an increased DA of 38%. This increase is a 4% increase just like the central government.

7th pay commission pay matrix Odisha

About 4 lakhs employees and 3.5 lakhs pensioners will receive a 3% hiked Dearness Allowance from their Odisha State Government. The present rate of DA is 34% and will come into practice from January 1.
